Baht paid locally, not dollars parked somewhere
Take the main question off the table first. Grey pays Thai baht into a bank account in Thailand. Older material described this destination as something you could only reach by sending to another Grey account holder, and that is no longer how it works. THB is the payout currency and a Thai bank account is the destination.
Out of Qatar, two quite different people use it. The first is Thai, and works in the part of Doha's service economy that does not get written about: hotel and restaurant teams in West Bay and Lusail, spa and wellness staff across the larger hotels and clubs, therapists, chefs and kitchen teams in Thai and pan-Asian restaurants, and hospitality supervisors who have been here through several contract cycles. The second is a resident of Qatar of any nationality with a long-running attachment to Thailand. A condominium in Bangkok or on the coast, a partner or family living there, a long stay that turned into a lease, medical treatment booked at a Bangkok hospital, or a child at an international school. Different money, different frequency, same requirement: the baht figure has to be knowable in advance.

Grey shows the conversion rate and the transfer fee as separate figures and puts the baht total that will reach the Thai account above them. That total is fixed at the point you approve it.
A monthly sender should measure this over a year rather than a transfer. The difference between two providers on a single send is often small enough to shrug at. Multiplied by twelve, against a household in Udon Thani working to a fixed baht budget, it stops being a rounding error.

Holding the baht figure still

Payments into Thailand are usually made against something already priced in baht. A condominium maintenance charge. A school term. A hospital estimate. A monthly amount a family has come to plan around.
The rate is fixed at the moment you confirm in Qatar, and the THB credited in Thailand is the THB you were shown. Nothing is recalculated in transit and nothing is adjusted afterwards.
