Who sends from Qatar to Portugal
Two groups make up most of this corridor, and they want different things from it. If you have been remitting from Qatar for a while, you already know the part that catches people out. A counter that advertises no commission is charging you inside the rate instead, and you will not see it on the receipt. The only reliable comparison is the euro number, not the fee line: ask what will actually be credited in Portugal, and compare that against what the alternative would credit for the same amount leaving your hands.

Fixing the rate at confirmation lets you work backwards from the euro figure you owe.
