Euro into a Romanian IBAN, not lei
Who this route works for, and who it does not
Romanians are a real presence on Qatari sites and in Qatari design offices. Construction supervisors, welders and fitters, civil and mechanical engineers, project managers on infrastructure and facilities contracts, often rotating through two or three year postings and living anywhere from the Industrial Area to Al Sadd. The money going back is steady and usually committed before it arrives: a parent, an apartment, a child at university.
It works well if the person receiving it holds a euro account in Romania, or is comfortable choosing when to convert. Property in Bucharest and Cluj-Napoca is frequently priced in euro, so an instalment paid in euro matches what is owed with nothing lost in between. It works badly if someone needs a precise number of lei in an account by a particular Tuesday, because the conversion is out of your hands and out of Grey's. If that is your situation, you should know it now rather than after the transfer.

What a euro transfer to Romania costs
The cost you cannot see from Doha is the second one. If the person in Romania turns that euro into lei, their bank applies its own rate and may charge for the privilege. That happens on their side, after the money has landed, and no provider crediting euro into a Romanian IBAN can quote it for you, including this one. Anyone who does quote it is guessing.
Which is why the honest comparison on this corridor is not a rate at all. It is a question for the person receiving: do you have a euro account, and would you rather hold euro or convert straight away? Their answer tells you more about the real cost than any rate table will.

Where the rate is fixed, and where it is not

On your side, everything is settled before you send. If a conversion is involved, for example dollars on your Grey balance going out as euro, the rate is shown before you confirm and fixed at that moment. The euro that leaves Qatar is the euro that reaches the Romanian IBAN.
On the Romanian side, nothing is fixed by Grey, because Grey is not part of that step. The euro to leu conversion, if it happens, is between your recipient and their bank, at whatever rate that bank is offering on the day. Saying otherwise would be a promise nobody on this route is in a position to keep.
