A bank account suits money that is meant to sit still, a school that wants a bank reference, or a sum large enough that nobody wants it in cash. Ask which your recipient wants before you send, not after.

The cost of getting shillings to Tanzania
The dinar hides small margins well. As the highest valued currency unit in the world, it turns a difference that looks like loose change on your side into a serious number of shillings on theirs. Work out the comparison in shillings received and the picture changes shape.
The other cost is the one nobody prices, which is your time. An exchange company means leaving the accommodation, queuing at the busiest hour of the busiest day of the month, and accepting whatever is quoted at the counter once you are already there. This route is priced in the app at whatever hour you are free.

Fixing the rate before the money moves

One conversion happens, from the currency sitting in your balance into Tanzanian shillings, and it happens at the rate you saw and accepted. It is not revisited while the transfer is in flight.
This is the difference between sending an amount and sending a figure. If the amount owed is stated in shillings, a school fee or a hospital deposit, you can set the shilling side first and see what it takes from your balance before agreeing to anything.
The dinar is managed against a dollar weighted basket rather than pegged outright, so a rate that looks unchanged week to week can still sit on a margin that moves. Locking the rate at confirmation removes that uncertainty from the transfer you are making now.
