Kuwaiti dinar sharpens this. The dinar is the highest valued currency unit in the world, so a margin that seems negligible when you think in dinar is a substantial quantity of baht once converted. Judged in dinar it is nothing. Judged in baht it can be the difference between covering an estimate and being short of it.
There is also the difference between a quoted rate and a given rate. An exchange company posts a board, then prices your transfer when you are already at the counter on the busiest day of the month. Here the rate, the fee and the baht total appear together before you accept anything, at a time you choose.

Fixing the baht figure at confirmation

One conversion takes place, out of your balance and into Thai baht, and the rate you accept is the rate applied. It does not move while the transfer is being paid out.
Where that earns its keep is against a quoted price. Medical treatment in Thailand is costed in baht well before the appointment, and a long stay is budgeted in baht by the month. Setting the baht side first and confirming it means the figure you planned around is the figure that arrives.
The dinar is managed against a dollar weighted basket rather than pinned to a single rate, so stability at the headline level does not always mean stability in what you are charged. Fixing the rate at confirmation settles the question for the transfer in front of you.
