The cost of a euro to euro transfer
The reason to be precise about this is that an invoice from a Belgian school or a building manager is for a stated amount. If the sum landing is short because something was taken along the way, it becomes your problem to explain, in writing, in a language you may not use every day.

Why the rate barely touches this corridor

If your balance is euro already, there is no exchange rate in the transaction at all. A euro leaves and a euro arrives, and the only variable is the fee.
If you are converting from dollars or pounds first, the rate is fixed at confirmation and the euro figure is settled from that moment. Either way you agree the arriving amount before the money moves, which is what an invoice with a deadline actually needs.
