The Kuwait to Luxembourg corridor is not large and is not a remittance route. It is fund administrators, compliance and treasury professionals, and engineers or consultants who spent a posting in Luxembourg and kept a bank account, a lease or a family there when the next contract took them to the Gulf. How the rate is handled

When a conversion is required, the live rate is shown before confirmation and fixed at that point. Between confirming and the credit posting at BGL BNP Paribas, ING Luxembourg or Banque et Caisse d'Epargne, the euro amount does not change.
When no conversion is required, because you already hold euro, there is nothing to fix. What leaves the balance arrives in the account, less the fee you saw first.
