A small corridor that has been badly served
Cameroonians in Kuwait are not a large group, and that has consequences. Domestic staff in Salmiya and Hawally, security and facilities workers, hotel and catering staff around Kuwait City and Fahaheel. Because the numbers are small, the route has never been priced as a main one. It gets treated as an exception, quoted through a third currency, sometimes refused outright.
The workaround has usually been personal: a relative in Paris or Brussels who forwards the money on, or cash carried by somebody flying to Douala. Both cost something, and neither gives you a figure in advance.

Why this route has cost more than it should
There is also the dinar to account for. It is the highest-valued currency unit in the world, so what looks like a modest sending amount converts into a very large number of CFA francs. A percentage taken quietly out of a big XAF figure is easy to overlook and expensive to repeat.

The CFA franc amount is settled first

The rate is fixed at confirmation. Whatever happens next, the amount credited at Afriland First Bank or Ecobank Cameroon is the amount you were shown in Kuwait.
The Central African CFA franc is tied to the euro rather than floating freely against it, which makes a euro-funded transfer particularly predictable. If your balance is in euro, the currency relationship at the far end is stable and the only real question is what you paid to send.
