Send money from Australia to Latvia
A small community, a long paper trail
Latvians reached Australia at the end of the 1940s, most of them by way of displaced persons camps in Germany, and they built community houses and halls in Melbourne, Adelaide and Sydney that are still standing. The arts and song festival that rotates between Australian cities has been running for generations. What has thinned out is the first generation itself, and with it the kind of transfer that used to go back as help.
The payments that replaced it are administrative. A relative in Riga or Liepaja dies and an estate has to be settled from the other side of the world. A flat carries monthly management and utility charges whether anyone is living in it or not. A notary, a sworn translator and sometimes a genealogist all invoice for the work of proving who somebody was and what they owned. Occasionally there is a grave to maintain in a cemetery nobody in the family has visited in decades.
Those payments are irregular, sometimes large, and almost always tied to a date set by someone in Latvia. Grey has no Australian dollar balance to fund them from, so you hold US dollars provided by Lead Bank, pounds or euro, filled by pay, invoices or your own transfer in. Latvia is in the eurozone, so a euro balance pays a Latvian IBAN with no conversion, and a dollar or pound balance converts exactly once on the way out.

What sending euro to Latvia costs
Where a genuine cost appears is on the larger movements: an inheritance being divided, a property sold and the proceeds shared, or a renovation on an apartment nobody in Australia has seen. On those, the rate governs everything, and the comparison to make is the euro reaching the Latvian account rather than the number quoted at your end.
On the small recurring charges, the management fees and the annual bills, the arithmetic reverses and the fee is the number to watch. Knowing which of the two you are dealing with takes one look at the amount.

How the euro rate is fixed on a Latvian payment

Latvia adopted the euro, so the credit lands in the Latvian account in the currency the account is already denominated in. Nothing further happens to it there.
If your Grey balance is in US dollars or pounds, one conversion runs before the payment leaves. The live rate is on screen beforehand and is fixed when you confirm, so the euro total does not drift while the transfer settles.
That fixed figure is what a Latvian notary or administrator actually needs. They quote a euro amount against a file, and a payment that arrives short by a fraction of a percent is a phone call, a delay and another transfer. Working backwards from the euro figure removes that entirely.
